The Universal History of Numbers by mathmetician Georges Ifrah is, quite simply, that.  He set out to detail the history of numbers by looking at various cultures and civilizations to see what their contribution was to our modern understanding of how to use numbers. This book is well received by math teachers and math experts and reviewers refer to it as 'encyclopedic'.
